Betting and gambling are legal in Kenya and regulated by the Gambling Regulatory Authority (GRA), the body that took over from the Betting Control and Licensing Board (BCLB) in 2026 under the Gambling Control Act 2025. An operator that holds a current GRA licence is operating legally; one that doesn't is not, regardless of how polished its app looks. For you as a player, that distinction is the difference between having recourse if something goes wrong and having none.

The three licence categories

The GRA licenses operators by what they're allowed to offer, shown as a licence code:

An operator can hold more than one — many hold both BK and PG — but it may only legally offer what its licence covers. The licensed entity is the registered company that holds the licence, which often differs from the brand name you see advertised. Why licensing is the thing that protects you

A licence isn't bureaucratic box-ticking. A GRA-licensed operator must maintain a Kenyan corporate entity, operate under Kenyan law, and offer responsible-gambling tools like deposit limits and self-exclusion. If it won't pay out or freezes your funds, you can escalate to the GRA. With an unlicensed operator — including offshore sites that accept Kenyan players without a local licence — you usually have nowhere to turn.

The rules that apply to you
